The Syria Resilience Initiative (SRI) is a partnership of organizations working together to increase the resilience of people affected by the conflict in Syria. The SRI is led by three multi-mandate agencies – CARE, IRC, and Mercy Corps – who have been on the ground in Syria for over a decade, working together with local and international partners to help Syrians overcome repeated shocks and stresses.
The SRI is seeking a highly experienced Monitoring and Evaluation (M&E) Lead to join the SRI's Program Management Unit (PMU). The position is responsible for designing, implementing, and overseeing M&E frameworks for SRI, with a primary focus on systematically analyzing and utilizing data for program decisions and improvement. The role also entails ensuring overall coherence in monitoring and reporting tools across the partners for SRI programs, as well as enhancing existing monitoring systems. The M&E Lead will provide continuous guidance and support to SRI partners in developing and applying M&E tools, approaches and best practices. Additionally, the post-holder will play a significant role in documenting program results, preparing donor reports, and measuring impact across SRI’s portfolio. Close collaboration and coordination with SRI Partners M&E managers, the PMU’s Program Quality and Learning Lead, and active participation in SRI technical working groups are key aspects of this position.
The M&E Lead will have a minimum of 8 years’ experience leading and conducting monitoring and evaluation for complex programs or projects, primarily in humanitarian contexts. This person will be highly experienced in developing and implementing M&E frameworks and monitoring plans to measure results and impact across program portfolios. they will have strong technical expertise in M&E tools and methodologies, data analysis and results harvesting, and developing harmonized guidance for use by different teams and organizations. To be effective, the M&E Lead will need strong analytical skills, excellent writing ability, and the ability to coordinate, collaborate and communicate with diverse groups of people.
The position is open to national or international candidates, based in Jordan or Lebanon, with the ability to travel to all locations where SRI partners are based (Gaziantep, Beirut, Al-Hasakah, Amman).
RESPONSIBILITIES:
Ø Establish M&E systems for cross-portfolio analysis and impact monitoring:
·Lead the design of strategic M&E plans to measure SRI portfolio-wide results and impact.
·Develop M&E frameworks aligned with the SRI Theory of Change, donor requirements, program results frameworks, and monitoring plans; collaborating with SRI partner M&E focal points.
·Ensure implementation of M&E frameworks and monitoring by partners for SRI programs.
·Identify ways to improve measurement of SRI-wide results and impact.
·Guide SRI partners in conducting high-quality program monitoring, including recommendations and harmonized guidance on tools and methodologies.
·Monitor and assess the quality of partner M&E and Third-party monitoring activities, providing constructive feedback and guidance to enhance program effectiveness.
·Manage baseline, midline and endline surveys and evaluations (internally or externally conducted), providing technical steer on methodologies and approaches and oversight and coordination of the process.
·Provide data and information for impact studies, research, and evaluations, supporting the Program Quality and Learning Lead.
·Guide the Senior Program and M&E Officer in maintaining the SRI information management system (SRI-Info) for data collection, cleaning, analysis, quality checks, and reporting.
·Participate in SRI technical working groups, using M&E data and tools to provide relevant results and learning.
·Engage in partner visits (including inception workshops, kick-off meetings, annual reviews, etc.) to support M&E activities.
Ø Deliver high quality data analysis for reporting and program improvement:
·Draft comprehensive analyses for donor reports, providing insights into program achievements, challenges, and lessons learned.
·Analyze trends in reporting data to inform strategic decision-making.
·Conduct systematic analysis of monitoring data and research results for program improvement, and to identify trends and learning across SRI hubs, in collaboration with the Program Quality and Learning Lead.
·Create or customize donor reporting templates to align with M&E frameworks, and ensure consistency across partner submissions, working with the Senior Programs & MEL Officer.
·Review partners’ M&E and Third-party monitoring products/reports, providing thorough analysis and feedback on quality.
·Manage SRI’s annual submission for the CARE Program Information and Impact Reporting System (PIIRS) online data reporting.
·Guide the Senior Program & MEL Officer in archiving all program files and annexes to SRI-Info.
Ø Strengthen capacity and coordination of SRI partners on M&E:
·Provide training and capacity-building to partners’ staff in M&E methodologies and best practice.
·Support partners to maintain high quality of M&E and Third-party monitoring activities and products.
·Coordinate the M&E Working Group, comprised of SRI partner M&E focal points, in facilitating feedback, input and sign-off on M&E related activities and decisions for the SRI.
·Facilitate a culture of learning and knowledge-sharing within the consortium related to monitoring and evaluation.
·Share M&E best practices and methodologies with partners, fostering a culture of continuous improvement and learning.
Ø Staff management:
·Line manage and supervise the Senior Programs & MEL Officer, ensuring her/his work is aligned with the objectives and responsibilities of the M&E function and the PMU.
·Ensure clear and open communication and coordination within the M&E team.
·Hold accountability for the M&E team's quality of outputs and deliverables.
·Support opportunities for capacity building within the team.
·Ensure regular performance management and other HR related tasks are timely undertaken.
QUALIFICATIONS:
- Advanced degree in social sciences, data management, economics, international development, or any other related technical field requiring high analytical and communication skills. An equivalent combination of education and work experience may also be considered.
- Minimum 8 years’ work experience leading and conducting monitoring and evaluation activities for complex programs or projects.
- Minimum 5 years’ experience working in INGOs or humanitarian actors in humanitarian contexts.
- Strong background in M&E, data collection and research methodologies
- Proven experience developing strategic M&E frameworks and plans for multiple programs.
- Proven experience implementing studies, baselines or evaluations, including practical experience conducting data cleansing, analysis, results harvesting and articulating findings from M&E data.
- Experience developing guidance and building capacity of others in monitoring and evaluation methodologies, tools and approaches.
