-Function responsibilities include:
• Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
• Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
• Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
• Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
• Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
• Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
• Give feedback/ reports to medical focal point.
-Specific activities:
• Ensure the implementation and continuity of Expanded Program on Immunization (EPI) nursing activity in Makassed clinic.
• Collaborate with supporting services, such as mental health, health promotion, social worker, and referral team, to ensure the best quality of care is guaranteed.
• Monitor the proper consumption of pharmaceutical, non-pharmaceutical items, and vaccine doses.
• Provide on-the-job coaching and training in the management of all daily activities (i.e., medical, HR, financial, etc.) in the general operations of a Primary Health Care (PHC) following MSF protocols and standards.
• Participate in the medical team’s regular meetings and collect the needed data for the monthly medical reports.
• Ensure constant fluid communication between MSF Akkar project and other medical operators in Akkar, facilitating smooth collaboration.
• Assist with the successful implementation of the Memorandum of Understanding (MOU) between MSF and other medical operators while following up on the accountabilities of both parties.
• Carry out risk assessments to prevent, detect, and control the spread of infection. Take appropriate and proportionate action to identified risks (providing personal protective equipment).
• Inform and train caregiver staff (medical and non-medical) on related policies and procedures.
• Provide and coordinate trainings specific to nurses and midwives, specifically about Infection Prevention and Control (IPC), aseptic technique, drug health education, and Expanded Program on Immunization (EPI) vaccination.
• Collaborate with multidisciplinary teams in the planning, organization, and development of infection control activities.
• Ensure the sterilization process is functioning well.
• Participate in all training delivered to the department and make an ongoing effort to maintain and update obstetrical/medical/pediatric knowledge and skills.
• Build the capacity of staff under his/her supervision.
• Work closely with the Nurse Activity Manager (NAM), ensuring that data regarding patients treated in other PHCs under MSF’s support is accurately collected and forms are completed in a timely manner.
• Demonstrate flexibility upon request for other responsibilities such as supervising outreach EPI, community mass drug administration, attending partner’s meetings, etc.
• Perform any other tasks as requested by the hierarchy.
-Experience required:
• Essential: 3 years of previous work experience
• Essential: 1 year of previous work experience in a managerial or supervisory position in a PHC or Hospital setting.
• Desirable: 2 years of previous experience in MSF or other (I)NGO’s
-Required qualification:
• Essential: Recognized nursing degree, diploma, in Science of Nursing
• Desirable: Bachelor’s or Master’s degree in Science of Nursing from a recognized university
• Essential: Ministry of Public Health practice license as Nurse in Lebanon
• Essential: Certificate of registration at the order of nurse in Lebanon
• Essential: Full professional proficiency of the Arabic and English language
• Desirable: Elementary to limited professional proficiency of the French language
• Essential: Intermediate or Advanced computer literacy (word, excel, outlook)
