CONTEXT

Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide to everyone, especially children, equal chances and opportunities of survival and development.

CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities. Find our activities briefly elaborated as follows:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital facilities adapted to local needs.

 

CDE has been implementing humanitarian activities in Lebanon since 2005, working through local partners, such as HeartBeat, in order to provide access to medico-surgical care to children suffering from cardiopathies and orthopedics disabilities. Late 2020, CDE eventually opened its mission in Lebanon to respond to growing needs due to the significant deterioration of the situation. Since then, CDE is implementing two (2) projects related to the tertiary healthcare, including several aspects such as the strengthening of the healthcare system, early detection of congenital orthopedics disorders, psychosocial support, etc – via direct and indirect (through local partners) implementation.

Within the frame of its program development in Lebanon, la Chaîne de l’Espoir is looking for a Project Manager.

 

GENERAL DESCRIPTION

Under the management of the Head of Mission, the Project Manager is responsible for the timely and quality implementation of la Chaîne de l’Espoir’s activities, directly managing one (1) Project Officer and indirectly a team of three (3) staff, including a psychologist and social workers.

 

MAIN RESPONSIBILITIES

Project cycle management

  • Performs regular field visits to ensure the quality of implementation;
  • Leads the timely and quality implementation of all projects in line with the donors’ requirements;
  • Prepares timely and cost-effective operational plans;
  • Is responsible for the effective activities follow-up, in line with the projects’ objectives;
  • Is responsible for the coherence and synergies between the projects where possible;
  • Coordinates the revision and creation of the necessary tools to ensure quality project implementation, in close collaboration with the Medical Manager;
  • Pro-actively proposes to the Head of Mission re-adjustments of the projects based on documented challenges, gaps, weaknesses, lessons learnt and best practices;
  • Ensures CDE’s team stays abreast of the current projects, direct them towards achieving the program goals and objectives;
  • Keeps CDE’s team informed on any issues related to the projects implementation or other encountered challenges
  • Mainstreams protection, gender and environment aspects in throughout the project cycle;

Financial, Logistics and HR management

  • Collaborates with the Financial department to identify needs and ensure effective and timely program management (budget follow-up as budget holder of program lines, etc);

  • Collaborates with the HR departments to identify needs and ensure effective and timely program management (job description, interviews, recruitment plan, staff training plans, etc);

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Develops a M&E plan for each project;
  • Puts in place an Accountability to Affected Populations plan including feedback and complaint mechanisms, information-sharing and transparency;
  • Oversees the monitoring aspect of the projects (regular update of the detailed implementation plan, beneficiaries counting, etc);
  • Contributes to the evaluation aspect of the projects (participates in the terms of references, etc);
  • Oversees the learning aspect of the projects (leads lessons learnt exercises, etc);
  • Drafts the necessary reports linked to the MEAL aspects (provides statistics, highlight main trends, suggests recommendations, etc);

Reporting

  • Submits monthly internal reports on program achievements to the Head of Mission;
  • Leads the preparation and writing of donors’ reports (including beneficiaries counting, annexes, etc);
  • Leads the writing of success stories;

Partnership and networking

  • Manages the existing partnerships, and is pro-active in identifying new ones;
  • Reviews partners’ deliverables, in close collaboration with the other departments (financial reports, requests for payments, etc);
  • Develops and maintains good relationships with other relevant field stakeholders;
  • Participates actively in coordination meetings and thematic working groups where relevant, and in collaboration with the Medical Manager;

 

Management

  • Daily management of one (1) staff directly and three (3) staff indirectly;
  • Performs HR management activities, including organizing priorities, building capacities, and assess performance;
  • Actively contributes to the recruitment of team members (drafting job descriptions, leading interviews, etc);
  • Performs regular spot-checks (databases, etc);
  • Ensures the strict respect by his/her team of CDE’s procedures (security procedure, leaves requests, etc);
  • Is responsible to ensure his/her team masters the humanitarian principles;

CDE’s country strategy and proposals writing

  • Contributes to the design and development of the country strategy, in close collaboration with the Head of Mission;
  • Leads needs assessments, in close collaboration with the other departments;
  • Contributes in proposals writing and amendments;

Others

  • Develops a communication and visibility plan (flyers, brochures, success stories…);
  • Supports in the preparation and conduction of audits as regards the programmatic aspects;
  • Is responsible to ensure timely and adequate archiving of the programmatic documents (soft and hard);

Any other tasks as requested by the Head of Mission.

Line and technical manager:       Head of Mission

Line and technical reports:          Project Officer (directly); Social workers and Psychologist (indirectly)

Close collaboration with:             Logistics/Security Officer, HR/Finance Officer, Medical team

PROFILE

Academic background

  • Graduate degree in project management, development studies, international cooperation / relations, public health, health care management or related education [required]

Working experience

At least five years of experience in humanitarian/ developmental project implementation, including context analysis and project cycle management: designing, implementing, reporting, monitoring, evaluating and budgeting [required]

Experience in human resources, financial, and logistics management [required]

Sound work experience in different grant development and institutional funding, especially AFD [required]

Experience in public health or health care management is a plus

Experience in advocating with national, local and international stakeholders is a plus

Experience in gender and/or protection-related topics is a plus

Specific skills

Strong commands of Microsoft office suite (Word, Excel, Outlook, Powerpoint) [required]

Previous experience in analyzing data [required]

Strategic thinking, capacity to analyze and propose solutions [required]

Patient, flexible and with a sense of diplomacy in operational environment [required]

Strong organizational skills and capacity to prioritize and manage multiple tasks at the time [required]

Strong management skills [required]

Excellent verbal and writing skills [required]

Capacity to travel in CDE’s projects’ implementation areas of Lebanon [required]

Knowledge of a software such as KoBo or ODK is a plus

Languages

Fluent in English (speaking, writing, reading) [required]

Fluent in Arabic and/or French [required]
