INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.
INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organizations and the values and principles expressed within those codes. INTERSOS is recognized by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).
INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralized offices.

Job Description
2.A General context of the project
In recent years INTERSOS, the largest Italian humanitarian organization, has faced significant changesin terms of risen challenges, adopted structure, contexts to work. In this framework the FinanceDepartment must redefine itself to effectively respond to the new demanding issues and assurecontrol over specific strategic processes, in order to guarantee the overall organization and itssustainability.
2.B.1 General purpose of the position
In the framework of the Strategic Plan (2021-2023), the Finance Department has identified a new role,the Regional Finance Officer, that will be assigned in the Middle east Region, to support the RegionalFinance Controller in ensuring the quality of the accounting data. Among his/her main tasks, theverification of regional accounting data, the consistency and correctness of donor reporting and otherrelevant operational tasks.
2.B.2 Main responsibilities and tasks
1. Accounting
1.1 Support to review and check the Journal workbook of each Mission of the Region.
1.2 Assist the Regional Finance Controller to Ensure the accuracy of regional accounting.
1.3 Review country office financial accounts and ensure appropriate and timely follow up from each mission.
1.4 Support in the verification of the budget templates of IMP and the accounting software
1.5 Support the Regional Finance Controller in checking the monthly importation to the accountingsoftware.
2. Donor Reporting
2.1 Support the Regional Finance controller to review financial reports prior to submission to thedonors.
2.2 Assist the Regional Finance Controller to review and finalize closeouts for grants.
3. Agenzia italiana per la cooperazione allo sviluppo (AICS) projects Monitoring
3.1 Provide capacity building to the mission finance staff on AICS rules and procedures.
3.2 Check of accuracy of spending and maintain proper follow up on Loans authorized by AICS andtheir closure.
3.3 Initial check on financial reports and follow up on their correction for the submission to theRegional Finance Controller for final approval.
3.4 Follow up with missions after AICS feedback to complete submission.
4. Archiving
4.1 Provision to the mission of the supporting documents related to the expenses done in ITALY onmonthly basis.
4.2 Ensure that the missions upload on drive the correct Bank and Cash reconciliations and monthlyverified accounting (closed journal) and that IMP is UpToDate with the validated amendments,financial reports, instalments, and refunds to donors.
4.3 Follow up with the archive manager at HQ on provision of documents from missions.
4.4 Review the Monthly Sample requested from the missions to ensure that supporting documents arecompliant with both INTERSOS and donor's procedures.
5. Operational tasks
5.1 Move to the Country office for technical induction of newly deployed Country FinanceCoordinators.
5.2 Temporary replace (max 30 days) the vacant position of Country Finance Coordinators of theassigned Region in case of unavailability of Roving Finance officers.
Professional Competencies:
-Minimum 5 years of relevant work experience in admin/finance field.
-MS proficiency (Word, Excel, Power point, etc.).
-Strong understanding of the humanitarian operating context, the humanitarian system and its flexibility, donors and their high demanding, security and financial management in humanitarian context.
-Strong knowledge of donor’s procedures.
-Strong expertise in budget design and management.
-Experience in consortium financial management.
