FHI 360 seeks qualified candidates to serve as the Inclusion Officer II / Gender & Disability Rights for the USAID-funded Lebanon Civic Action Accelerator Program (LEB-CAAP), a five-year civil society strengthening program implemented by FHI 360, that supports civil society actors to advance rights and reforms and promote inclusive development through grantmaking and capacity strengthening.
Job Responsibilities:
Reporting to the Program Specialist/Civic Engagement and Governance, the Inclusion Officer/Gender & Disability Rights will contribute to the design, implementation and management of interventions that advance rights-based advocacy, strategic collective action, civic engagement, and mainstreaming of gender equality, safeguarding, social inclusion, and disability rights (herein referred to as GESSI) in coordination with the Senior GESSI Advisor who provides technical guidance and expertise to ensure compliance with LEB-CAAP’s GESSI goals. Tasks include but are not limited to:
- Contribute to the design of technical support and grant opportunities that advance rights, behavior change, civic engagement and dialogue with CSOs, rights holders, and decision-makers at the community and national levels
- Conduct GESSI assessments of partners, analyze results, co-define GESSI action plans, provide technical assistance, monitor progress and report on impact
- Provide partners with technical assistance to develop, implement, and monitor their advocacy, GESSI, and/or civic engagement activities through technical consultations, training and/or mentoring on the human rights-based approach (HRBA), strategic advocacy planning, as well as gender equality and social inclusion
- Incorporate GESI concepts, mainstreaming strategies and program adaptations into civil society projects, operations, policies, strategic plans, and outreach efforts
- Liaise with the grants team in monitoring grantee activities, conducting site visits and events; identify and facilitate networking and learning opportunities; and support development of success stories
- Coordinate with civil society actors at the local, regional, and national level and monitor priorities, trends and opportunities for engagement
- Promote technical expertise on gender equality and disability rights and foster partnerships between civil society actors on rights and inclusion and among local and national networks and coordination mechanisms.
- Participate in designing and facilitating civil society networking opportunities to enhance communication, learning and collaborative action
- Support the grants team in drafting subaward solicitations; disseminating grant opportunities and conducting solicitation workshops; reviewing applications and participating in grant evaluation committees; participate in technical and budget negotiations; contribute to co-design of project strategies, tactics, and planning; etc.
- Document successes, lessons learned and challenges in implementation; report on project activities and results; assist in the development of the annual work plans, monthly and bi-annual reports, as well as monitoring and evaluation plans and other reporting requirements as requested
- Ensure compliance with donor requirements and organizational policies and procedures
Minimum Qualifications:
- Bachelor’s degree or its international equivalent in human rights, gender, law, political science, international development, social sciences or a related field. Master’s degree or its international equivalent a plus
- 5-7 years of experience required in the field of disability rights and/or gender equality, either within a Lebanese civil society organization or international implementer
- Track record in designing and delivering technical assistance, training and mentoring on disability rights, gender equality, and/or social inclusion for rights-based advocacy, communications campaigns, civic engagement, community mobilization, mainstreaming approaches and/or do no harm
- Excellent organizational, analytical, project management, interpersonal, and proactive problem-solving skills with significant time management skills and ability to work in multiple projects as needed
- In-depth understanding of Lebanese civil society’s efforts to advance human rights and social inclusion and/or involvement in networks, coalitions or multi-sector initiatives
- Understanding of cost principles, program budgeting, and monitoring spending against project plans with familiarity with USAID programming, rules and regulations a plus
- Proven interpersonal and communication skills and the ability to work with diverse teams and partners
- Professional proficiency in English and Arabic, with excellent oral and written communications skills
- Familiarity with Microsoft software and networking tools desired
