Job Purpose:
NATIONAL PROJECT MANAGER FOR HANDOVER AND CLOSEOUT OF MH WWTP
To coordinate, manage and oversee all aspects of hand over and close out operations for the aforementioned project including but not limited to overseeing, supervising, managing and administering activities.
The closeout of the project is a handover of the project to the intended owners (NLWE and the Municipality).
The post holder is expected to work with the Technical Adviser and take the lead in the handing over of the project to the intended owners.
Main duties & Responsibilities:
Technical Oversight
Handover of Project
- Review and update proposal, budget and handover plan. Coordinate with and continue to provide updates to CMT, RD, WASH Advisor (HQ) and Surge Engineer
- Review previously prepared and continually update, risk register and update (specific consideration to reputational damage to Concern) until project is fully handed over
- Familiarize self with available documentations detailed notes and minutes of key conversations/discussions related to the handover of project and continue to document progress to completion of handover.
- Make aware and familiarize self with engagements and contacts with key stakeholders through available documents and communications. Continue to engage stakeholders (NLWE, SI, MoEW, NLWE, MoPWT, RWD, Municipalities covered and donor EU)
- Oversee and manage activities of Consultants and Service providers for the preventive maintenance works (on plant equipment, machineries and installations) and condition surveys (on pipe network to develop as-constructed plans and pipeline network condition stature).
- Work with and provide guidance and instructions to Consultant/Service Provider in the conduct of the survey (ToR as guide).
- Work with, support, oversee, coordinate and facilitate requirements for the preventative maintenance activities on the WWTP.
- Ensure all deliverables/documents/submittals are reviewed and confirmed as per the requirement (condition survey and preventative maintenance)
Managerial Oversight
Handover Plan
- Take lead (in coordination with the Technical Adviser in HO), manage and complete the compilation of technical documents for delivery and handover to receiving party (NLWE). Technical documents that includes plans, drawings, as-built, manual for operations shall be handed over to receiving party. (Soft copies of documents are compiled and shared by SURGE Engineer) Need to check completeness of documents and concurrence to requirements of the receiving entity.
- Take lead (in coordination with the Technical Adviser) manage, oversee and supervise preventive maintenance works on WWTP Plant ensuring that all equipment, plant installation and machinery are checked, maintained and in functioning order once the Consultant works is completed. Ensure that all the necessary documentations for the activity of maintaining, checking and ensuring functionality are reviewed and signed by the Builder. Dry commissioning exercise is planned for the handover to ensure/confirm with receiving entity the workability status of equipment, machinery and installation.
- Take lead (in coordination with Technical Adviser), manage, continue and complete review of condition survey on pipe network as detailed in issued ToR for Consultant (Service Provider). Review and confirm recommended repair/remedial actions or applicability to current condition. Otherwise, to revise, edit and amend to existing conditions.
- Manage; facilitate any coordination meeting, forums conferences with municipalities and beneficiaries on handover of project.
Reporting and Administration
- Participate in Programme coordination meetings and provide updates on progress of activities pertaining to the project.
- Provide regular updates and briefs activities implemented, accomplishments, received and sent communiques, problems and challenges encountered, security concerns and solutions executed, etc to CD, RD and technical advisor in HO.
- Participate in meetings with key stakeholders on issues related to activities being implemented.
- Preparation of progress/accomplishment reports on physical and financial components on efforts made on project and share the report with Advisory Group at HQ and SMT in country.
Legal Aspect and Support
- Support, assist CD, RD and relevant staffs involved in HO, in whatever way possible in relation to seeking legal advice on liabilities that maybe relevant to the project before, during and after handover.
- Support on technical matters in relation to legalities, liabilities in ensuring that Concern is best-protected from claims from accidental injury related to the handover and closeout.
- Ensure sign off and cooperation of Municipality, Governorate, MoEW and NLWE on project handover and closeout. Document and file process, keep for records.
Coordination with Key Stake Holders
- Coordinate; continue with ensuring full cooperation and engagement of NLWE, MoEW, SI, Municipality, and Akkar Governor’s Office of every step of the handover process.
- Continue engagement with other key stakeholders (Municipalities and communities), keeping them informed of the process, request support and cooperation for the handover.
- Facilitate any meeting, conferences, information drives in relation to the successful handover of project to mitigate and provide information to communities on the challenges and courses of action taken by Concern to mitigate such actions and to inform communities of the projects future options.

- Take part with the HR department in the recruitment processes of direct subordinates
- Provide support to the direct subordinates, contribute to their capacity building and career development through technical support and on-the-job training and coaching, including in particular a thorough induction at the start of their contract & follow up on their integration plan
- Ensure that direct subordinates are aware of and comply with all of Concern’s policies and procedures (Code of conduct, HR policy, and others)
- Ensure that direct subordinates have accurate job descriptions, brief new joiners on their roles & responsibilities & job success factors, and set SMART objectives
- Ensure that work within the team is fairly distributed, planned and organized in a way which will efficiently & effectively meet the needs of the organization & department, while ensuring that team members are given appropriate workloads
- Monitor and periodically review performance of the direct subordinates through feedback and performance appraisals, hold staff accountable for meeting their success criteria, and give corrective and constructive feedback where required
- Ensuring team motivation
- Regularly meeting with direct subordinates for follow up, support, listening to their needs, and others as per the need
- Ensure information circulation & coordination across the team and with other concerned departments when relevant
- Set a work plan and follow up when needed
- Solve & mitigate team conflicts, while ensuring the involvement of the HR department
- Contribute to a healthy working culture in the department

Person specification:
Essential
- Education: A Bachelor’s degree in engineering, architecture, or similar (Master’s Degree in relevant study a plus)
- Experience: 5-10 years of experience in managing infrastructure or similar projects in NGOs, including 5-10 years of team management experience
- Technology Skills:
- Computer literacy in MS packages (Excel, Word, PowerPoint, etc.)
- Languages: Fluent in English and Arabic
- Additional requirements:
- With proven experience in handing over infrastructure projects closeout of projects.
- Recognition from a state regulatory board and/or agency of his/her profession.
- Membership in Professional Societies (Council of Engineers, etc.)
- Skills:
- Ability to consistently engage stakeholders, communicate and relate decisions made or to be made for and in relation to the project.
- Ability and proficiency in coordinated action between entities, Municipalities and government offices and agencies in Lebanon.
- Familiar in the application of Health, Safety Protocols and Regulations at Construction Sites in Lebanon
- Extensive skills in Management, administration and leadership, effective communication, conflict resolution and presentations.
- Proven leadership skills and ability to work in challenging environments.
- Proven ability to apply sound judgments and analytical skills on complex and diverse engineering disciplines
