Job Purpose:
To monitor and report on surveying and maintenance of Pipe Network and Wastewater Treatment Plant respectively.
Concern will commission a couple of consultants for services to be rendered for the project in relation to condition surveys of the constructed pipe network in Mashta Hammoud and the preventative maintenance of the waste water treatment plant equipment, machineries and installation.
The job holder is to perform oversight and monitoring of activities pertaining to surveys (pipeline) and maintenance (equipment, machinery and installations) and report to the national PM on a regular basis.
The post holder is expected to work and report to the National PM or the SURGE Engineer (whichever is available) for the duration of his work tenure
Main duties & Responsibilities:
Tasks related to Condition Survey of Pipe Network:
- Review terms of reference for the condition survey to be conducted by a contracted land surveyor and familiarize self with the activities required for the works.
- Familiarize self with available plans used in the construction of the pipe networks. Plans will be provided for review.
- Conduct field visits, monitor and provide technical support to contracted surveyor in the performance of the contracted activities.
- Ensure that all relevant data and information required under the terms of reference are being worked on, collected and reported.
- Report to the line manager any issues or problems encountered or circumstances that may cause delays in the completion of the survey works.
- Confirm and verify, information from field visits of conditions and status of pipe network and its associated infrastructures (manholes)
- Assist and support the Contracted Surveyor in the preparation of the required submittals, ensure that information are accurate and that the report is a representation of the actual conditions verified on site.
Tasks related to Preventative Maintenance of the WWTPlant
- Review terms of reference and proposal for the preventative maintenance works by the consultant (plant builder)
- Familiarize self with the plant and its installations with field visits and discussions with the PM or the Surge Engineer.
- Familiarize self with all available plans in the construction of the wastewater treatment plant.
- Work with and support consultant (plant builder) in the maintenance activities by immediately reporting any requirements for spares and repairs.
- Witness and confirm maintenance works on the plant installation, equipment and machineries.
- Coordinate with the plant builder and report to the PM on activities being undertaken on a regular (weekly) basis.
Reporting and Administration
- The jobholder shall prepare and submit regular weekly reports on progress of works both for the condition survey on the pipe network and on the treatment plants preventative maintenance activities.
- Provide regular updates and briefs activities implemented, accomplishments, received and sent communiques, problems and challenges encountered, security concerns and solutions executed, etc to the PM and/or Surge Engineer.
- Participate in meetings on issues related to activities being implemented.
- Preparation of progress/accomplishment reports on physical components on efforts made on the contracted activities

- Ensure that direct subordinates are aware of and comply with all of Concern’s policies and procedures (Code of conduct, HR policy, and others)
- Ensure that direct subordinates have accurate job descriptions, brief new joiners on their roles & responsibilities & job success factors, and set SMART objectives
- Ensure that work within the team is fairly distributed, planned and organized in a way which will efficiently & effectively meet the needs of the organization & department, while ensuring that team members are given appropriate workloads
- Monitor and periodically review performance of the direct subordinates through feedback and performance appraisals, hold staff accountable for meeting their success criteria, and give corrective and constructive feedback where required

Person specification:
Essential
- Education: A Bachelor’s Degree in civil engineering or architecture (Master’s Degree in relevant study a plus)
- Experience: Minimum of 5 years of progressive construction and engineering experience particularly in infrastructure and surveying, including 2-3 years of team management experience. NGO experience is a plus.
- Technology Skills:
- Computer literacy in MS packages (Excel, Word, PowerPoint, etc.)
- Languages: Fluent in English and Arabic
- Additional Requirements:
- Ability and proficiency in coordinated action between contractors/consultants
- Familiar in the application of Health, Safety Protocols and Regulations at Construction Sites in Lebanon
- Membership in Professional Societies (Council of Engineers, etc)
- Skills:
- Proven skills and ability to work in challenging environments.
- Proven ability to apply sound judgements and analytical skills on complex and diverse engineering disciplines
