Based in Beirut, the Project Support Officer (PSO) will assist in the project design, reporting, monitoring, evaluation and learning for SIF’s programs in Lebanon.
The PSO will also support the project management cycle of SIF Lebanon’s programs by ensuring the submission of timely and good quality reports and grant management databases and tools are kept updated. This position also provides technical support to the Programme Coordinator, Project Managers, MEAL team and Head of Mission for the implementation of program activities.
This position reports to the Program Coordinator.
MAIN RESPONSIBILITIES:
Project Design and Donor Liaison
- Provide support to the program team in developing SIF’s fundraising strategy and updating donor mapping
- Liaise with donor representatives and coordinate donor visits to program sites, in support to the HOM and the PC
- In concert with the communications team, develop communication material for advertising SIF intervention towards donors and other external stakeholders with the end to increase SIF visibility and funding opportunities
- Ensure ad hoc requests from donors are comprehensively addressed in a timely manner.
Project Design
- Coordinate proposal development processes: brainstorming session; then collect, draft, and/or edit contributions and compile inputs from program staff, MEAL staff, support staff, and partners (if relevant) in line with the proposal development plan
- Coordinate with headquarters throughout the proposal development process
- Ensure quality and timely submission of concept notes and/or project proposals to donors
- Liaise with program and MEAL teams to synthesize potential programming concepts and ideas developed through needs assessments, secondary data review, and emerging needs through partner reports and country/local authority pronouncements and communique
- Ensure SIF has up-to-date knowledge of the country’s socio-economic, cultural, and political context, donor trends, needs, and gaps which are identified through objective methods either internally or through institutional partners.
- Support the program teams to ensure the Core Humanitarian Standards have been incorporated into all project designs.
Project Reporting
- Ensure quality and timely submission of donor interim and final reports
- Support the organization of project kick-off and close-out meetings and periodic grant review meetings, and other grant related meetings
- Provide guidance on and ensure compliance with donor and SIF rules, regulations, and guidelines and raise issues affecting external/ internal compliance
- Ensure the update and use of SIF grant management follow-up tools and databases.
- Ensure all SIF activities are accurately reported in InterAgency databases in a timely fashion.
- Ensure SIF registration on donor platforms, update and proper submission of proposals and reports in the country
Capacity and Development
- Participate in the organizational and programmatic learning processes
- Participate in SIF internal reporting (monthly reporting to HQ, information sharing with HQ referent);
- Provide technical guidance and deliver trainings on SIF and donor guidelines and proposal development and reporting to program staff and field offices
Child Safeguarding
- Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills, which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures and conduct yourself in a manner consistent with the organization’s Child Safeguarding Policy.
KNOWLEDGE & SKILLS REQUIRED:
- Relevant Master’s level qualification in Project Management/Development Studies/Development Economics/Sociology or similar academic achievement
- At least 2 years’ experience in proposal, project, or programme development, reporting, and/or project management in an INGO.
- Strong understanding of, and demostratable experience in, project cycle management, particularly monitoring and evaluation.
- Good knowledge of funding environment, donor rules, regulations, and procedures including but not limited to European donors (CDCS, AFD, BMZ, etc.), UN Agencies’ funding mechanisms
- Proven experience in successfully applying for institutional donor funding
- Excellent writing skills in English
- Excellent computer literacy, especially MS Office Word, Excel, Powerpoint, and internet/Email Communication platforms
- Knowledge of the Lebanon contexts would be an asset.
- Ability to plan workload and demonstrate accountability and proactivity for outputs
- Excellent communication skills
- Good organizational skills including accuracy, consistency, attention to detail, tenacity, and ability to work under pressure
- Good knowledge and understanding of Humanitarian Core Principles
- An understanding of and commitment to SIF’s mission and values.
