Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No.3 (TO3), the project provides technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.

Summary of Position

The Expert will work with a selected COOP specialized in olive press in the North of Lebanon/Akkar to assess the facility’s premises and operations to determine the current housekeeping and hygiene practices/gaps and ways of improvement for better quality of olive oil. The expert will be working under the supervision of the Community Support Program- CSP and in close coordination with the Senior Capacity Building Manager.

Specific Duties and Responsibilities

• Conduct an assessment visit to the facility premises and its operations to examine the following:
  • The current housekeeping and hygiene practices being implemented by the COOP and suggest ways of improvement as it relates to obtaining good quality olive oil.
  • The current facility rehabilitation needs, to ensure good housekeeping and hygiene measures.
  • The important/essential trainings that should be implemented to ensure that the press operators, managers, and workers have the needed skills and know-how to operate according to the best hygiene practices, to ensure a safe and hygienic operation, and hence production of high-quality olive oil.
  • Any needed worker clothing or other workflow measures that contribute to high quality olive oil.
• Submit a detailed assessment report to the CSP for review and approval.
• Present the results of the assessment to the COOP and any other party, as requested (if needed).
• Provide guidance to the CSP team on the quality and the specifications of the workers’ hygiene clothing, as part of the procurement process.

Once the result of the assessment is approved:

• Conduct one to two days of training to the cooperative members, managers, and workers on the best practices to follow in the facility throughout the olive processing, pressing, and storage processes to obtain the highest quality olive oil.
• Provide the operators and workers with the guidelines and checklists to follow as a reference after the completion of training. Note: all training material and guidelines are to be approved by the CSP before the training takes place.

Provide detailed information about the rehabilitation work needed.

Qualifications

• Bachelor’s degree required in food safety & quality management, food engineering, food science and management or any other related degree.
• More than five years of experience working in similar jobs/tasks.
• Ability to interact with coops and business owners.
• Collaborative spirit able to liaise with a wide range of people at all levels.
• Good time management skills and willingness to drive and travel to the field frequently.
• Flexible and creative; being able to offer a variety of solutions for any given problem.
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members.
• Fluency in spoken and written Arabic and English required.

 Eligibility Criteria

Interested individual experts shall have the capacity to enter a short-term technical assistance (STTA) contract and shall have a satisfactory performance record and record of integrity and business ethics.

Ineligible Experts:

• Government employees.
• Individual experts that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs. 

Location of the Assignment

The expert will be liaising with CSP TO 3 team at CSP offices in Sin-El-Fil and will be traveling to project field locations when needed.

Reporting

The experts will be reporting to TO 3 Senior Capacity Building Manager.
