Under the overall supervision of the Head of Office in Lebanon, the direct supervision of the Head of Programmes and, in respect of the Global Fund Middle East Response (MER), of the Senior Technical Officer (Public Health & M&E) in Jordan, the incumbent will be responsible and accountable for managing Health Promotion and Assistance to Migrants (H2) and Migration Health Assistance for Crisis-Affected Population (H3) programmes in Lebanon, including the Global Fund Middle East Response. The successful candidate will:
1. Coordinate the operational, financial and administrative operations of H2 and H3 projects in Lebanon to ensure that activities are implemented in accordance with project documents and IOM policies and procedures, and technical standards. Monitor project implementation and recommend corrective action to improve programme delivery and coordination, as necessary.
2. In coordination with the IOM Project Management Unit (PMU) in Jordan, lead the overall implementation of the Global Fund Middle East Response, including the oversight of financial, logistical, administrative and technical aspects, in accordance with IOM policies, grant agreements, global standards and relevant guidelines, and in alignment with the Lebanon National Disease Programme for Tuberculosis (TB) and Human Immunodeficiency Virus (HIV) guidelines and strategic plans.
3. Monitor MER project implementation in Lebanon; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
4. Coordinate effective and project-related information management and external communications, including awareness raising and visibility activities, press releases, and website updates.
5. Implement health surveillance, including appropriate monitoring and evaluation systems, to facilitate monitoring of the project at target health facilities and MER Sub Recipients (SR) at the sub-national and national levels. Provide technical support and supervision to SRs and evaluate progress against key performance indicators by reviewing project records and interviewing patients, community members, policymakers, programme staff, and others in coordination with the PMU.
6. Coordinate with the TB and HIV National Disease Programme on procurement gaps and needs and in coordination with the PMU, ensure all items procured are in alignment with the donor-approved budgets. Lead in the submission of quarterly stock reports to the PMU with recommendations on key issues or observations coming out of the reports’ review. Ensure procurement processes are in place to facilitate uninterrupted availability of related medicines and diagnostics.
7. Participate in the preparation of the annual and quarterly MER work plans during budget proposal and budget reprogramming, prepare quarterly, bi-annual and annual reports as per the donor requirement and actively participate in periodic review meetings of SRs and partners/stakeholders to support quarterly reporting, training, advocacy exercises, and communication initiatives.
8. Pro-actively seek opportunities for new funding from government and non-government donors for H2 and H3 programming. Take part in meetings with donor counterparts to discuss programme and project possibilities, coordinate and promote new activities and support funds raising for new projects. Participate in the development of new projects, in coordination with the Programme Support Unit.
9. Establish and maintain effective working relationships with the Ministry of Public Health and other government authorities, international organizations, and other stakeholders to coordinate and facilitate programme implementation, maximize performance, promote new activities and raise funds for new projects. Support IOM’s participation in the Health Sector and other coordination and technical working groups established under the UN Sustainable Development Cooperation Framework, the Lebanese Crisis Response Plan (LCRP), the Emergency Response Plan (ERP), and the Reform, Recovery and Reconstruction (3RF) Framework, as well as other forums, to facilitate proper coordination of migration health activities.
10. Keep abreast of migration health issues and emerging trends in the country; advise the Head of Programmes on new priorities, as well as new programme and project opportunities.
11. Undertake duty travels as required.
12. Perform any other duties as may be assigned.
