Job Profile
- Required qualifications, competences and experience
- Qualifications
University degree (Masters) in Economy, law, social science, political science, gender and women studies, development studies or another relevant field. Training in Gender Mainstreaming, Project Management, M&E, Moderation, Advocacy, and Media Campaigns is a plus.
- Professional experience
- Minimum 5 years of experience in development projects within governmental or non-governmental organisations
- Minimum 4 years of experience in gender mainstreaming and women empowerment with a focus on women’s economic participation
- Experience with M&E and report writing (e.g. project progress reports; surveys development; working with Askallo; data collection)
- Experience with event management, organizing workshops and conferences (including online events)
- Experience in governance and working with governmental and/or civil society actors (NGOs, CBOs etc.)
- Experience in awareness raising methods, especially with social media
- Prior experience working with GIZ is an asset
- Other knowledge, additional competences
- Fluent in English and Arabic. German language skills an advantage
- Good working knowledge of ITC technologies and computer applications, especially MS Office (Word, Excel, Outlook, teams), GIZ digital platforms (IDA, DMS, Askallo, etc.) an asset
- Excellent people skills, communication skills, and strong team player
- Proven networking skills
- Very good personal work organization
- Able to travel if required within Lebanon or to other countries
- Responsibilities
The Advisor is responsible for:
- Project implementation at all levels
- Coordinating with partner organizations on the implementation of project activities in Lebanon and in the MENA region, especially regarding economic empowerment of women, career orientation for girls and GDM.
- Providing professional technical advice on gender equality and women’s economic participation to a broad range of target groups
- Preparing relevant material (reposts, articles, presentations etc.) for internal and external use
- Monitoring the project progress according to GIZ rules & regulations
- Coordinating local short-term experts and consultants
- Supporting international expert and consultant missions to Lebanon with knowledge input, logistical assistance, and translation services
- Using GIZ´s management model “Capacity Works”
- Internal and external communication of the project in Lebanon
In this context, the position holder fulfils the following tasks:

- Technical Advisory and Project Implementation
The Advisor
- Assumes responsibility for activities as defined above under section A in close cooperation with the WoMENA team
- Ensures conceptual development of activities; ensures quality control of all activities under her/his responsibility
- Coordinates and implements national events (seminars, workshops conferences)
- Ensures regular update of management tools such as actors mapping, capacity development matrix, operational plan, and others in cooperation with the WoMENA Team.
- Coordinating with partner organizations and relevant stakeholders
The Gender Equality Advisor
- Coordinates regular meetings, exchange formats, workshops, reports, etc. with the national project partners as needed,
- Advises project partners in technical and sectoral issues as well as GIZ rules and regulations
- Keeps oversight and follows up on the implementation through partners
- Identifies potential partners and stakeholder for new project activities
- Maintains a good relationship with all project partners as well as other relevant national stakeholders such as ministries, civil society, media etc.
- Monitoring of project progress according to GIZ rules & regulations
The Advisor
- Ensures the constant maintenance of the impact-oriented monitoring system for Lebanon
- Ensures progress monitoring, results-based monitoring and evaluation of activities based on work plans, concept notes and the impact matrix of the project in Lebanon
- Contributes to regular monitoring reports
- Coordinating local short-term experts and consultants & supports international expert and consultant missions to Lebanon
The Advisor
- Drafts ToR for local and international short-term experts and consultants
- Prepares consulting missions technically and logistically, including translation services for international experts
- Prepares knowledge inputs and provides information on the local context
- Ensures quality checks of consultant mission outputs (reports, etc.)
- Internal and external communication & knowledge management of the project
The Advisor
- Contributes to communication related work for Lebanon, including the preparation of factsheets, inputs to specific knowledge management tools, website, presentations, etc.
- Maintains links with the beneficiaries at the local level and feeds their perspectives into the project design and implementation
- Plans, coordinates, and manages visibility and communication activities in cooperation with the WoMENA Team
- Ensures that all relevant technical documents are archived in the document management system (DMS) of GIZ
- Keeps track of developments and news affecting the sector (sustainable economic development and governance) and disseminates relevant information to other team members
- Provides presentations, inputs, etc. for meetings, workshops or conferences
Job Profile: “Promoting Gender-Responsive and Inclusive Politics and Economy in the MENA Region (WoMENA)” in Egypt, Jordan, Lebanon, the Palestinian Territories, Tunisia, and Morocco.
The project aims at strengthening the political and economic participation of women in the MENA region; especially women who are politically or economically active and women who have been excluded from political or economic activity to date, in particular those worst affected by multiple discrimination and by the pandemic.
The project is active in three complementary areas:
1. Cooperating with national and regional networks to implement measures to increase women participation in economic and political life.
2. Providing advice and capacity development support to make the work of economic and political change agents in the MENA region more effective.
3. Supporting networks and companies on innovative approaches that strengthen the political and economic participation of women; including those affected by the COVID-19 pandemic.
These action areas are aligned with national strategies and objectives as well as the existing activities of other national and international actors. They are flexibly adapted to each country.
