Reports to : Head of Base – Bekaa (Managerial), Liaison Officer(Technical)
Supervises : 3 Municipal Support Assistants (MSA) and 1 Governorate Support Assistant (GSA)
Duty station : Zahle office, with regular visits to INTERSOS areas of operation in North Bekaa (Baalbek and El-Hermel districts)

Job Purpose
The Security Assistant is responsible for maintaining safety and access on the ground for INTERSOS teams and their activities in designated areas. This includes ensuring the safety and security of personnel, visitors, designated properties, and assets. Under direct supervision of the Head of Base he/she will assure the security systems and procedures are effective and functional in line with INTERSOS SOPs and will duly and timely report any concerns and exchange on security and safety related matters to relevant personnel.
Perform the risk management and support the designing of the access strategy in the coverage area. This includes assessing new areas of expansion, as well as regularly updating context information on existing areas of implementation.
Ensure an adequate level of context awareness to support and perform risk analysis of the local security situation. Analyze main security threats at field level and provide advice to the Head of Base on security issues in the areas of operation, ensuring that needed safety and security assessments and information gathering are conducted regularly.
Serve as a link to communities by being a focal point for key local stakeholders and supervising 3 Municipal Support Assistants (MSA) and 1 Governorate Support Assistant (GSA) as part of INTERSOS program activities.
Duties and Responsibilities
- Contributing to the provision of sound analysis of the security, political social and economic environment INTERSOS is operating in.
- Ensuring clear and broad communication of security guidelines, rules, regulations, standard operating procedures (SOPs), etc.
- Identifying and developing functional contacts and relationships with key stakeholders (i.e., local authorities, security actors, political representatives, etc.).
- Maintain good and efficient relationships with local and regional security and safety stakeholders (e.g. ISF, civil police, municipal police and LAF, etc.)
- In coordination with programme department represent INTERSOS at security meetings or fora, and in meetings with communities and government and non-government stakeholders and administrative and security services to obtain documents and relevant information and to negotiate access to the field, and prepare regular reports.
- Oversee 3 MSAs and 1 GSA to communicate with concerned communities, assist beneficiaries in accessing services, and assist municipal authorities in defining local protection needs and gauging the impact of the displaced Syrian influx on the local community.
- Identifying reliable sources of information in the areas of intervention.
- Carrying out security check-ups and clearances for expatriate/international and national staff prior to their movements to the field.
- Ensuring information sharing with regards to general and specific security and safety aspects for the national team via WhatsApp group, SMS and phone call.
- Provide regular and ad-hoc feedback on safety and security to the Head of Base ensuring prompt and clear communication on identified problems.
- Monitor active security or access incidents, and serve as a liaison to any staff involved via a focal point for relevant facilities or activities, keeping the Head of Base abreast of updates.
- Support the Safety and Acess Coordinator/Manager and Head of Base in the establishment of security plans and procedures in the areas of operations, providing inputs on existing documents, updating information on tools and identifying procedures to revise and suggest new ones.
- In close cooperation with Safety and Access Coordinator/Manager and Head of Base/, conduct security risk assessments in new areas/routes, and advise them on security measures to be implemented.
- Daily check on security and safety road conditions in coverage area and inform the Safety and Access Coordinator/Manager and Head of Base.
- Compile and submit bi-weekly reports that track incidents and trends in humanitarian access and local security contexts within the INTERSOS’s Bekaa area of operation.
- Organizing regular security meetings with Bekaa staff to ensure safety in the implementation of activities.
- Conduct security briefings for field missions and new staff members, as required.
- Provide safety, security, asccess and risk management training when needed to drivers, guards and staffs on topics identified by the line manager (alert system, tracking, access control, etc.).
- Providing support and guidance to the Head of Base in dealing with conflicts that arise between staff and external parties or security members, and setting meetings and actions as per procedures.
- Maintains database records and hardcopy files used to track safety and security data
- Perform other related duties upon request to support the Head of Base.
- Coordinate with other NGOs to identify mutual areas of intervention, while consulting on issues of mutual interest and suggesting options to address such issues.
Education
- Bachelor degree or equivalent
Competencies: (knowledge, skills and abilities)
Professional competencies:
- Minimum 3 years of relevant work experience as an access and security focal point in a humanitarian/recovery context or relevant working experience in safety, security, and risk analysis
- Experience of incident reporting, incident mapping, information collation and analysis functions, compilation of security reports and assessments
- Experience of humanitarian Operations and humanitarian access in complex emergencies
- Previous experience with NGO is a preference
- Experience and knowledge of working in Baalbek and El-Hermel districts
- Good understanding of the humanitarian context
- MS proficiency (i.e., Internet, Word, Excel, Outlook, etc.)
- Driving License
